He's not suggesting whatever Mohinder does be used on them -- well, maybe Peter and Nakamura, since they are a threat, but not Parkman -- he's just making a point. "Look at the things they could do. Look at what they have done. You really want another incident like what happened in New York just because these people can't keep it together?"
